Garner Group International, LLC (GGI) is a full-service, elite-level consulting firm, specializing in business development, government relations, strategic consulting, and lobbying - focused on creating pathways on assisting corporations, small businesses, nonprofits, and individuals to achieve strategic partnerships and economic goals by networking with other individuals, corporate entities and or government agencies.


GGI comprises an esteemed team of political strategists, business executives, and legal tacticians. The organization possesses extensive experience in partnering with various levels of government and the private sector to obtain funding and community support for economic development projects and municipal government initiatives.

GGI’s principals have more than 20 years’ experience in local government, community redevelopment, affordable housing, economic development, and job creation. They have successfully addressed urban problems and suburban issues, forging coalitions to address the good of local communities and the private sector.


From the streets of New York to the avenues of London to the boulevards of Beijing, Garner Group International, LLC has met and worked with business and government leaders sharing problems, experiences and most of all solutions. Our Mission

Public Sector:

In the public sector Garner Group International, LLC assists individuals and corporations in understanding the concerns and problems facing government entities and forges partnerships to reduce “red tape” and bureaucratic barriers to facilitate access to government resources and the necessary authorizations essential to ensure success.

Private Sector:

In the private sector, Garner Group International, LLC performs economic research and produces and maintains profiles on major corporations, evaluating their strengths, weaknesses and growth potential. The conclusions are tracked to compare with the goals and needs of other corporations and communities to evaluate common goals and possible future coalitions.

International Sector:

In the international sector, Garner Group International, LLC has established a collaborative venture with China Natural Gas, the first China-based natural gas public company in the U.S. capital markets since December 2005. China Natural Gas is a market leader in China with investment banking and strategic consulting with offices in New York City, London and Beijing. This liaison, coupled with GGI’s extensive networking overseas, ensures a global view of the economic issues of the Far East, Europe and Africa.

James A. Garner

President & CEO

James A. Garner, President and CEO of Garner Group International, LLC was the Chief Deputy Comptroller of Nassau County, NY, for the three years until 2017, and Deputy Comptroller from 2011 to 2014. He is also a former four-term Mayor for the Village of Hempstead, New York. Elected in 1989, he has the distinction of becoming Long Island’s first African-American mayor, serving in his capacity from 1989-2005. Before being elected mayor, Garner was a member of the Village Board of Trustees from 1984-1989.

Derek L. Partee

Chief Operating Officer

Derek Partee is a licensed Private Investigator at Citywide Investigations located in Waxhaw, NC. Prior to that, Partee worked for the Nassau County Police Department (hereinafter NCPD) located in Long Island, NY. He retired in 2007 after 25 years of service at the rank of Detective. He is certified and experienced in conducting criminal investigations in the areas of Auto Crimes, Dignitary Protection, Gang Violence, Narcotics, Sexual Offenses, and Special Weapons Tactical Response.

President Emeritus of the Halifax Community College (HCC), Weldon, NC, Dr. Ervin V. Griffin, Sr. was the first African American to serve as President. His career education spans over 40 years and includes roles as Director of Financial Aid, Director of Counseling, Vice President of Student Affairs, Provost/Chief Operating Officer Director, and the first President of West Virginia State and Community and Technical College (now Bridge Valley Community and Technical College.)

Adolphe is founder and president of Brooklyn Institute for Children (BIC) where she has worked for over 18 years. Dr. Sally Thompson is a dedicated educator, having successfully served the profession for over 42 years. She was the first black Principal in New Britain Conn. and served as a teacher and administrator in Brooklyn N.Y. and Amityville, Long Island before coming to the Hempstead School District where she worked for 26 years, as a principal of five of the seven elementary schools and retired as the Deputy Superintendent for Curriculum and Instruction.
